The following blue buttons will deliver PDF documents showing the history since 2002 prior to the existence of the HRA, of Andrew Cormie’s actions in trying to get traffic calming on Holyport Road.  In summary, RBWM agreed to hold a public consultation.  92% of those who responded wanted traffic calming, and the majority of those wanted speed cushions.

RBWM drew up plans for them and circulated these for further comments.  Bray Parish Council then got involved and somehow the scheme was scrapped.

Latest developments in this long saga continue to be added at the bottom - latest on 7th December 2020.

Speeding Petitions 2013 Holyport Road and later Moneyrow Green and Ascot Road

Many thanks to all who responded to the petitions.

July 2015 update regarding Ascot Road Traffic

All of the negotiations with RBWM on Ascot Road Traffic have been carried out by a group of residents some of whom are HRA members, who live in that area.  Progress on that has been as slow as the progress on Holyport Road and Moneyrow Green.  The latest is that agreement has been reached with RBWM to impose a 7.5 tonne weight limit on traffic using the A330 - AND - this agreement is also to apply to Holyport Road and Moneyrow Green.  So thank you Bray Parish Council and RBWM Councillors involved in that.

However this could presumably mean more heavy traffic on the A308.  As the A308 has a 40 mph speed limit, and some residents have complained to me about the intensity of vibrations from heavy trucks on the A308, I have ask Bray Parish Council and RBWM to change the speed limit on the A308 between Holyport Road and Fifield Road.

HOLYPORT RESIDENTS ASSOCIATION (HRA)

HOLYPORT ROAD AND MONEYROW GREEN TRAFFIC MANAGEMENT

This covering note fronts a petition file delivered by the Holyport Residents Association (HRA) to the Bray Parish Council clerk on Thursday 25th July 2013 for the consideration of the Bray Parish Council and the RBWM, to request a local public consultation on the traffic management of Holyport Road.

Some residents had expressed anxiety due to speeding traffic on Holyport Road, so HRA placed an online petition on their website and also provided a written petition. These sought to assess residents’ views on the traffic volume, speed and safety of Holyport Road.

During the petition period, some residents also brought our attention to speeding on Moneyrow Green, Holyport Green and Ascot Road, and since these areas link to Holyport Road, we are calling on the Bray Parish Council and RBWM to develop suitable traffic management for all of Holyport's main roads

On Holyport Road one resident reported being almost struck by the mirror of a lorry projecting over the footway.  Another advised that he and others had almost been run down when crossing Holyport Road near Stroud Farm Road.  Another reported that in week ending 14th July outside the Jolly Gardener, Moneyrow Green, a man had to be cut from his car after being hit at speed by another vehicle.

Traffic speeds are especially significant because the footways on Holyport Road and Moneyrow Green are immediately adjacent to the abnormally narrow carriageway whose width is 0.5 metre less than would be permitted for new roads of this nature.

Currently one footway on Holyport Road is reduced in some places to single file due to overgrown hedging and other vegetation, and this leaves very little space for pedestrians when large vehicles are forced to keep close to the kerb to allow for another vehicle approaching in the other direction.  Recently a lorry was seen mounting the kerb so as to pass a bus on the other side.

New roads such as these would be 6 metres wide and would not have footways close to the traffic. Cyclists also use these footways making it more dangerous for them, pedestrians and drivers.

The traffic problems in Holyport are over a decade old and these have now reached critical proportions due to the increase in traffic.

HRA therefore asks Bray Parish Council and RBWM to hold a local public consultation to assess residents’ views and see that measures are put in place to improve the safety and traffic management on all of Holyport's main roads.

Following is a copy of the comments received from Residents on the paper and online petitions, and in associated emails.  These were included in the petition file submitted to Bray Parish Council on 25th July 2013.

Comments from Holyport Residents about Holyport Road and Moneyrow Green Traffic


The following are comments received either by email or on the petitions against speeding on Holyport Road.  During the petition, some Moneyrow Green Residents drew attention to speeding on Moneyrow Green.  Their comments are shown first.

Moneyrow Green is also a victim of this but rarely gets a mention.  It is a relatively straight road which encourages drivers to exceed the 30 mph limit especially at rush hour when it is used as a rat run to get to the Forest Green Road/A330 Ascot Road or A308 Windsor Road.  With the arrival of Holyport College in Sept 2014, I can see this situation worsening.  As the speed limit on the Forest Green Road is 50 mph, drivers enter from the Jolly Gardener Pub end of Moneyrow Green at that speed and rarely slow down to 30 mph despite the signage.

With the petrol station, Memorial Hall, tennis court and play area close by and all the traffic movements associated with that, there are the mums with pushchairs and other pedestrians together with cyclists and horse riders making the speeding cars a real danger.

I completely agree; the speed at which some people travel along Moneyrow Green is crazy. As the father of two primary school age children it is of concern to me and I would support any measures which are required to reduce the speeding.

Living on Moneyrow Green I am acutely concerned about this - cars drive down the road at anything up to 80 miles per hour - crossing the road last week with my daughters I had to pull one of them back as a car came from nowhere at a ridiculous speed - it is also an issue for letting them walk to the park along the pavement as a driver that is distracted driving at speed will find it very difficult to slow or stop and I worry about a car mounting the pavement at speed - I feel it is only a matter of time before there is an accident - there was another serious accident at the end of the road outside the jolly gardener last week when a man had to be cut from his car after being hit at speed by another vehicle I know Holyport rd is a busy road but I agree with Sally that Moneyrow Green is a busy cut through and is being raced down at speed - I am frequently overtaken along the road.

I have not noticed much speeding up and down Money Row Green, nor on the Holyport Road. In fact I think people are becoming overly concerned about it. The already existing speed reducing measures are quite adequate and I will be pretty annoyed if yet further measures, e.g. ramps, road narrowing etc. are introduced. Frankly there are more important things to concern ourselves with!

Just to reply to your e mail regarding speeding. I live at Moneyrow green myself, and whilst I feel there are always a few individuals who do speed or drive recklessly, I would say that the majority do not. If there were to be any traffic calming measures in Holyport, I am in favour of the flashing ' 30' traffic calming signs, as I feel they are a non invasive reminder for people, but I would not like speed humps. Traffic volume on Holyport road would be more of a priority to be addressed in my view.

I am concerned about the speed and increased traffic, I have 2 girls (10 &12) who are seeking independence and something as simple as going to the post box by Ivy Close gives me palpitations as the speed people travel down Moneyrow Green is unacceptable.

I do agree that some people do speed along Money Row Green however I feel, at this time, that it is not a major problem.  In my opinion Money Row Green already has mobile traffic calming measures- they are called parked cars. I do find that these are very effective in slowing traffic down. Perhaps a week of people parking their cars on the road would send a clear message to those who use the road as a rat run?

I absolutely agree with everything 1st RESIDENT said. I was walking up Holyport Road last week, with my son in the pushchair and a guy raced past me at at least 50 miles an hour. Imagine if a child going to school stepped out in front of him. It doesn't bear thinking about. I have already written to the council about speeding on the Holyport Road and received a pathetic response saying that they'd done a survey, and almost no-one had been caught speeding during the survey, so as far as they were concerned there wasn't a problem!

I heard from someone that last Monday that he had to swerve and go on the verge because a 4x4 was coming from the Green at such a speed round the corner that he was almost skidding and taking over the other side of the road.

My mum and dad nearly got knocked over by a car that was going too fast round the bend at the top of Holyport Road shortly after we moved in here, and that was 8 years ago, so nothing has changed in that time!

I live on the Holyport Road and everyday see cars speeding down the road. I've even been overtaken when obeying the speed limit!  Over the last few months we have had to park our cars from time to time on the road, something that we normally avoid at all costs due to the speed.  One of our visitors actually had his van driven into by someone speeding along so fast that they didn't recognise that it was stationary until too late to stop in time.
Then someone said to me that they didn't agree that I should park my car on Holyport Road as it was disrupting the flow of traffic.

The 30 mph sign is placed too far up. Traffic comes round the bend at 40 mph and then fails to brake or reduce speed. The 30mph should apply all the way from the Green not just from the junction with Stroud Farm Road.

If we do nothing to curb the speed of traffic as well as its volume, should there be an accident, who will admit responsibility?

It is set at 30 mph for a reason. I, for one, abide to the Law. Why can't everyone else. The flashing speed beacons don't work as a deterrent. The only thing that will reduce the speed is a Gatso!

I walk along the footpath at the side of Holyport Road on a daily basis to take my children to school. I am very glad that we are soon to move house as it is a highly dangerous road to walk beside with 3 children. Drivers RARELY obey the speed limit. It's a long, narrow straight with NO formal crossing and sometimes we have to wait a long time to cross the road. In my opinion, the speed limit should be reduced to 20 and a proper crossing put in PLUS speed bumps. It's a miracle no one has been killed on this road.

Cars often ignore the 30 mile an hour speed signs. There is a blind bend at the Holyport Green end near to where children to and from school need to cross the road.

I feel the speed signs do make some people think about their speed but I do think a Welcome to Holyport Village with an awareness to the speed limit would make a big difference.

Something needs to be done about this road as soon as possible. We have young children and elderly people using it every single day, and someone passed me the other day doing between 50 - 60 miles. A child, or adult for that matter, wouldn't stand at chance at that speed.

Consideration should be given to providing Speed Cushions which will slow down smaller vehicles but not affect ambulances, fire engines and buses which can straddle the cushion without having to ride up and over it.

Have joined (HRA) as I would campaign against any speed bumps in Holyport Road. I was against them some 10 years ago and nothing has changed my view. I was also against the reduction in speed limit from 40 to 30. I have lived here for 27 years, walked both my kids to the primary school and see little wrong with the current set up. Far too much is made of speed as being the cause of accidents rather than the carelessness / inattention of the driver. Pedestrians have to take responsibility for themselves.

Crossing Holyport Road from the end of Blind Lane to go to the shops is particularly hazardous as it is difficult to see round the bend towards Holyport Green. Traffic coming round this bend from the Green frequently trigger the 30 warning sign thus indicating that vehicles are exceeding the speed limit. Walking down the footpath towards the Windsor Road to cross further down does little help reduce the risk.

Two weeks ago myself my daughter and two of my neighbours nearly got killed while crossing from the pavement between Stroud Farm road and Langworthy over to the other side to walk down the footpath (Blind Lane). A car coming out of Stroud Farm Rd. let us cross and as we got three quarters of the way across a taxi driver came flying around the corner from the green direction at God knows what speed and had to skid to a halt. When starting to cross there was no sight of him. I shouted once safe on the path "It's 30mph" where he got out of his car and we had a few words etc. Then the next day whilst just about to walk down Stroud farm road I heard a screaming and a banging noise one of the mothers from the school and her two children where pushed and trapped in the over grown nettled hedge on the corner as a lorry that had come from Bargain Booze was turning left onto Holyport Road but was so large his wheels were across the path and as he was turning left his back wheels were all the way across the path and unknown to him he was squashing the family into the hedge for their own safety. The driver did not stop and the family were very upset.  These I am sure are normal day to day incidents around Holyport - everyone has a story to tell and until someone is killed it will keep happening.

Subsequent to the Petition being adopted by Bray Parish Council

The 25th July 2013 petition was delivered to Bray Parish Council (BPC) on 25th July 2013, and subsequently on 16th September 2013 was formally considered by BPC, after being introduced at their meeting by Martine Kozlowski.

Cllr Graham invited Martine Kozlowski to make a statement about the petition on behalf of the residents association. In her address, Martine Kozlowski requested the parish council minute their agreement that the traffic situation in Holyport is acute and show their support by submitting the petition to the borough with the request that a public consultation is conducted to ensure measures are put in place resolve the issues.

Cllr Graham thanked Martine Kozlowski for taking the time to address the parish council and invited Holyport Ward Councillors to comment. Cllr Janikoun referred to traffic statistics and the average speed in the area. The other Ward Councillors recognised the issues and were prepared to offer support.

Therefore, Cllr Smith - Lyons proposed the parish council adopted the petition for submission to the borough with the request that they widen the investigation to include other areas in the parish.

This was seconded by Cllr Monks and AGREED on a vote of 9 in favour, 0 against and 1 abstention. It was generally agreed that Cllr Smith - Lyons would formally make the request to Cllr Coppinger as soon as possible so that it can be brought to a borough meeting which will be held next week.

It is clear from this that BPC has formally adopted the petition for submission to the borough, the petition being to hold a public consultation.

Having adopted the petition, BPC could not deviate from a course of action to persuade RBWM that a public consultation is necessary.

Since September 2013, a series of meetings were held between HRA, BPC and RBWM.  The object of these meetings was to define what means of traffic calming could be given as options in a public consultation.

At the first meeting RBWM Traffic officers were tasked to provide a document defining the various methods.

One thing also discussed was the demand from a resident for yellow cross hatching on Holyport Road at Aysgarth Park.  HRA strongly supported this.  It has subsequently been applied.

At the next meeting, traffic calming methods were indicated and HRA understood that the methods that RBWM were willing to consult upon would be identified for the following meeting.

But at the meeting that took place on 20th July 2015, the documents produced by RBWM did not clearly define what they could offer.  The documents produced seem more like a means to persuade us that Traffic Calming is impracticable.

Also at the 20th July Meeting a Bray Parish Councillor proposed that there be no such traffic calming.  HRA strongly rejected this, saying that BPC is committed to demanding a Traffic Calming consultation.  BPC concluded by saying that they wish to put the documents produced by RBWM to the Bray Parish Councillors for their further consideration.

Also at the 20th July meeting I referred to the fact that unless the Local Authority had redefined a restricted road as not being a restricted road, a road such as the A308 from Holyport Road to Fifield Road having street lighting is legally defined as a restricted road and should have a speed limit of 30 mph.  I asked why it still has a speed limit of 40mph.  BPC said that that they had tried for several years to have this changed without success.  I later advised BPC as to how I would approach this problem.

In my view, having adopted the petition requesting a public consultation, BPC must hold true to their commitment and continue to press RBWM to hold the Public Consultation.

It will not be acceptable if Bray Parish Council decides to withdraw their support for the public consultation.

In August 2018 Cllr Coppinger arranged through Bray Parish Council that a Public Consultation took place for Moneyrow Green only.  Nothing has been done to alter things on Moneyrow Green, and of course Holyport Road continues as before.
