The Holyport Residents Association (HRA) was set-up in March 2013 by Andrew Cormie and a few Residents of the area who were increasingly concerned about possible and actual or likely changes in our area.
The Association hopes to become truly representative of the opinions of the people within the area as outlined further down this page - bounded by Braywoodside, part of Paley Street, Touchen End, Stud and Sturt Green, the A330 area, Priors Way, Willow Drive, The Vine, Canon Hill, Court Close, Windsor Road, Tithe Barn, Moneyrow Green, and of course Holyport, and be able to protect from development all Green Belt land in the Parish of Bray.
Initial activities included objections to a proposed gateway / possible development between Holyport Road and the Ascot Road in a Green Belt field and a new hospital near Junction 8/9 of the M4 with resulting increased traffic. As of January 2023, these problems have become resolved without development.

Concerns continue on Neighbourhood Development Planning
The problem with Neighbourhood Development Planning is that the law enables a Neighbourhood Development Plan to promote more development than that promoted by the Local Authority’s Local Plan, but does not allow it to require less development. This seems to be an example of Central Government arranging the system so as to promote Green Belt Development.
We are directly affected by this in that the draft RBWM Local Development Plan promotes for development much land that the Bray Parish Council in their Neighbourhood Development Plan scheduled to remain as Green Belt. So what was the good of the time spent developing the Bray Parish Neighbourhood Plan? We are pleased to report that currently Bray Parish Council have ceased development of their plan.

The following map shows the make up of our area, composed mainly of the Settlement of Maidenhead (which is not Green Belt), with the Green Belt Settlements of Bray and Holyport shown in blue. The Green Belt gaps between Bray and Maidenhead and between Maidenhead and Holyport are protected by Government Policies expressed in the National Planning Policy Framework.
This is confirmed by the RBWM analysis of the gap between Maidenhead and Holyport, known as
area M34 - Land between Ascot Road and Holyport Road, south west of Aysgarth Park
RBWM Council considered this land in their Edge of Settlement Analysis, which began in 2014.
RBWM assessed it against the five purposes of Green Belt as defined in the NPPF. i.e;

Despite this we have had to fight against proposals by an agent of the owner of Area M34 to develop that land. Bray Parish Council decided against it at three Planning Meetings since 12th January 2018.
As of 2021 we know that this land is not in the Local Development Plan and there is no likelihood of development!!

Now in February 2023;
- We continue to have pressure from Central Government on Local Government to include Green Belt land for development. We have seen inclusion in the RBWM Local Development Plan of large areas of Green Belt within the Parish of Bray.
- The most immediate of these is the Thames Hospice application to build on Green Belt flood plain between Bray Lake and the A308. This seems like manipulative behaviour to offer land relatively cheaply to a good cause so as to open the way to building on Green Belt. This was been given the peculiar status of having "resolution to grant planning permission" subject to many conditions, and work on the site commenced as of August 2019. See our TABS Bray Lake HA18 (1 and 2). RBWM's allowance of this may open the way to more Green Belt development, such as houses on the remaining part of that land. But the Very Special Circumstances claimed (erroneously in our view) to apply to the Hospice, do not apply to any adjacent houses. However, the Greenbelt status of that land was removed by RBWM in its new Local Development Plan.
- Increased traffic expected due to ongoing developments and Crossrail.
- Increased traffic and development that would arise from Heathrow Airport Expansion.
- Increased traffic and delays due to a possible Film Studios proposed on Stroud Farm, Holyport. As of February 2023 the Planning Application is under review by RBWM. HRA and many Holyport Residents have objected.
- Increased traffic due to a proposed development of 4000 houses at Jealotts Hill. As of January 2023, the Planning Inspectorate has stopped this.
- A further application to build on Lodge Farm, between Holyport Rod and Ascot Rd. as of August 2019 was quashed in a Planning Inspectorate Public Inquiry 22nd to 25th October 2019 The owner took further legal steps to gain acceptance but all failed.

21st March 2014 - The HRA submission to RBWM making representations about Areas 5C and 7A was delivered to RBWM. The documents submitted include two specialist reports commissioned by the Holyport Preservation Society. The documents are available for download under the LOCAL PLAN CONSULTATION (HRA Submission to RBWM) tab.
16th March 2014 - Thank you all who responded to our survey. I have added new blog about the survey results, and updated the PDF file of survey results available under the POLLS/SURVEYS tab. We are currently finalising the HRA submission to RBWM for the Local Plan Consultation.
8th March 2014 - Added new page under heading LOCAL PLAN CONSULTATION (Consultation News). Updated the part above showing numbers of members. Thanks to all for joining and also to those who have given email addresses so as to be kept advised. No change to the website as all time spent on processing the survey responses and preparing the Local Plan submission. Re the survey, we issued 1700 paper forms and had 185 back so far. This is a response rate of 10.88% which is more than two times as much as the normal response rate for public consultations. In addition, the online survey has had 117 responses, but a response percentage cannot be calculated for those. In their survey responses 118 people have asked to be members of HRA, and are now members.

5th January 2014 - - In the LOCAL PLAN CONSULTATION - Threat to "Lodge Farm" Area 7A
-added a copy of the text of my letter to Mr McGaughrin RBWM, claiming that a “Settlement Gap” between a “Greenbelt Settlement” and a “Settlement” has equal status to a “Settlement Gap” between a “Settlement” and a “Settlement”. Also in this letter asked RBWM to check with the Environment Agency about flood risks that appear to me to be incorrect.
3rd January 2014 - The CPRE SE January 2014 Bulletin includes the following;
Berkshire. The Royal Borough has approved plans to relocate Oldfield Primary School into the green belt, though the final decision will rest with Eric Pickles . The borough has also released a list of 23 potential development sites in the green belt, which it says are needed to provide 12,627 households before 2030.The council currently lacks a five year land supply. It will consult on its preferred options for the local plan in January . Holyport Residents Association is challenging the plans . Eric Pickles has rejected appeals for retrospective planning permission for five gypsy and traveller pitches at Old Windsor, saying the unmet need for traveller sites does not outweigh the substantial harm they are causing to the green belt. The site must now be cleared and reinstated . A Berkshire fruit grower has failed in the appeal court to overturn a tree preservation order covering a 100-metre row of trees. It is the latest of several planning battles over the fruit farm. The owner said: “Rich people have a mission to destroy us”.

29th December 2013 - A resident advised that Bloor Homes has issued a letter to some residents advising their interest in building in the RBWM area 5C, between the M4, A308(M) and the A330, which Bloor homes refer to in their letter as follows "I am writing to you today to let you know that Bloor Homes has an interest in a site near you known as the "M4 Triangle" (between the M4, A308M and Ascot Road) and we feel that this is a suitable and sustainable site for high quality family housing, publicly accessible open space, and possibly other community facilities." Needless to say that any building in that area, access to which could only be onto the A330 Ascot Road, would severely exacerbate the existing traffic problems!

Holyport Real Tennis Club
Thanks to efforts from Bray Ward Borough Councillors and Bray Parish Council - especially BPC Cllr Louvaine Kneen and HRA members/residents who took action - the Holyport Real Tennis Club has been confirmed by RBWM to be a Holyport Community Asset. See also "Topics - Holyport Real Tennis Club" updated 26th July 2013.

21st March 2014 - The HRA submission to RBWM making representations about Areas 5C and 7A was delivered to RBWM. The documents submitted include two specialist reports commissioned by the Holyport Preservation Society. The documents are available for download under the LOCAL PLAN CONSULTATION (HRA Submission to RBWM) tab.
16th March 2014 - Thank you all who responded to our survey. I have added new blog about the survey results, and updated the PDF file of survey results available under the POLLS/SURVEYS tab. We are currently finalising the HRA submission to RBWM for the Local Plan Consultation.
8th March 2014 - Added new page under heading LOCAL PLAN CONSULTATION (Consultation News). Updated the part above showing numbers of members. Thanks to all for joining and also to those who have given email addresses so as to be kept advised. No change to the website as all time spent on processing the survey responses and preparing the Local Plan submission. Re the survey, we issued 1700 paper forms and had 185 back so far. This is a response rate of 10.88% which is more than two times as much as the normal response rate for public consultations. In addition, the online survey has had 117 responses, but a response percentage cannot be calculated for those. In their survey responses 118 people have asked to be members of HRA, and are now members.

6th February 2014 - Added the text of my eighth letter to RBWM about their Local Plan Consultation, in particular what I consider to be flaws in their Edge of Settlement Analysis and Green Belt Purpose analysis; and RBWM failure to respond to my requests for information.
31st January 2014 - Added a button on the SURVEY page to download a PDF file of the HRA Survey Results to date on the RBWM Local Plan Consultation.

22nd January 2104 - Added a Survey under the Polls /Surveys tab. This survey is to gather residents opinions so that the HRA may submit to RBWM a representative report of the views of Holyport Area residents about the RBWM Local Plan Consultation. Residents are also encouraged to make their own submissions to RBWM.

6th January 2014 - In the Topics - Holyport Area Flood Risk - added a copy of the text of my email of 6/1/14 to the Environment Agency asking for clarification of their seemingly conflicting information.
5th January 2014 - - In the LOCAL PLAN CONSULTATION - Threat to "Lodge Farm" Area 7A
-added a copy of the text of my letter to Mr McGaughrin RBWM, claiming that a “Settlement Gap” between a “Greenbelt Settlement” and a “Settlement” has equal status to a “Settlement Gap” between a “Settlement” and a “Settlement”. Also in this letter asked RBWM to check with the Environment Agency about flood risks that appear to me to be incorrect.
3rd January 2014 - The CPRE SE January 2014 Bulletin includes the following;
Berkshire. The Royal Borough has approved plans to relocate Oldfield Primary School into the green belt, though the final decision will rest with Eric Pickles . The borough has also released a list of 23 potential development sites in the green belt, which it says are needed to provide 12,627 households before 2030.The council currently lacks a five year land supply. It will consult on its preferred options for the local plan in January . Holyport Residents Association is challenging the plans . Eric Pickles has rejected appeals for retrospective planning permission for five gypsy and traveller pitches at Old Windsor, saying the unmet need for traveller sites does not outweigh the substantial harm they are causing to the green belt. The site must now be cleared and reinstated . A Berkshire fruit grower has failed in the appeal court to overturn a tree preservation order covering a 100-metre row of trees. It is the latest of several planning battles over the fruit farm. The owner said: “Rich people have a mission to destroy us”.

- added a copy of the text of my letter to Mr McGaughrin RBWM, asking for confirmation that as the land separating the settlement of Holyport and the settlement of Maidenhead extends for less than 1 km, RBWM should have rejected Area 7A for development at Analysis Stage 1.

29th December 2013 - A resident advised that Bloor Homes has issued a letter to some residents advising their interest in building in the RBWM area 5C, between the M4, A308(M) and the A330, which Bloor homes refer to in their letter as follows "I am writing to you today to let you know that Bloor Homes has an interest in a site near you known as the "M4 Triangle" (between the M4, A308M and Ascot Road) and we feel that this is a suitable and sustainable site for high quality family housing, publicly accessible open space, and possibly other community facilities." Needless to say that any building in that area, access to which could only be onto the A330 Ascot Road, would severely exacerbate the existing traffic problems!

Holyport Real Tennis Club
Thanks to efforts from Bray Ward Borough Councillors and Bray Parish Council - especially BPC Cllr Louvaine Kneen and HRA members/residents who took action - the Holyport Real Tennis Club has been confirmed by RBWM to be a Holyport Community Asset. See also "Topics - Holyport Real Tennis Club" updated 26th July 2013.
